Purpose of Role

This position is responsible for the management of quality systems across all functions the implementation of food safety and quality management programs. These programs are to be established, maintained, and audited in accordance with Mars, Incorporated quality standards ensuring compliance. Additionally, this role is responsible for ensuring that the operations of the Germantown, Maryland facility is maintained in accordance with relevant requirements of the 21 CFR part(s) 110, 111, and 11.

 

Principle Accountabilities

  • Partners with Commercial, R&D, and Quality Control Lab.
  • Manages all inbound supply risks, including material security, corporate compliance/code of ethics, and food safety
  • Communicates effectively with multiple customers in Commercial, R&D, and Supply.
  • Provides direction and influence for the development and implementation of all Company and federal mandated quality and food safety systems.
  • Directs the quality and product safety components of R&D-driven projects through quality planning, specifications development, and project oversight for compliance to good manufacturing practices (GMPs) and other company/regulation policies and guidelines.
  • Oversees the quality audit function for Mars Symbioscience (MSS) and assures effectiveness of the corrective and preventative action process within the framework of MSS’s Quality Management System, such as Mars Quality Management Process (QMP) and FDA 21CFR111.
  • Represents the “owners” of the Mars business at the site location with respect to the quality and safety of products and the food processing environment; this responsibility includes participation in managing crises involving products, and on-going interpretation and follow-up of quality-relevant information from customers and consumers.
  • Manages implementation of quality and food safety (Q&FS) processes and verification of suitability and effectiveness.
  • Manages quality systems and food safety functions for all MSS operations.
  • Influences the development and implementation of all quality systems and programs, and verifies their effectiveness through audits.
  • Provides input and governance to the quality systems and programs for the supply chain operations.
  • Manages Q&FS-related Associate skill development/certification and resource planning.
  • Ensures adherence to the Mars Global Q&FS standards, including but not limited to Product Related Incident Management Process (PRIMP), Hazardous Analysis Critical Control Point (HACCP), QMP, Mars Quality Management (MQM), and Premia standards.
  • Initiates high-impact product retrievals due to product non-conformance.
  • Interacts regularly with Mars Global Q&FS Associates to ensure consistency in auditing and standards.
  • Supports troubleshooting Q&FS improvement initiatives.
  • Owns PRIMP for MSS.
  • Ensures compliance to 21CFR111 with release of raw materials supplied by MSS.
  • Ensures compliance to 21CFR111 with release of MSS finished products.

  • Approvals of vendors, co-packers, co-manufacturers, and warehousing as extensions of the site
  • Process and systems audits at the site and the scope of the audits
  • Staffing requirements and changes in alignment of resources
  • Technical training requirements for the team and their individual development plans
  • Management of an approximate $500,000 budget (labor and expense)
  • Resource allocation within the team budget
  • Local equipment purchases, including laboratory instrumentation

 Educational and Professional Qualifications

  • Minimum 5 years’ experience in a technical area, such as R&D product development, laboratory management, quality systems, or food process engineering.
  • Minimum 2 years’ experience being involved in people management.
  • Advanced understanding of quality systems and food safety programs.
  • Bachelor of Science degree in Chemistry, Food Science, Engineering, or related technical field required; advanced degree preferred
