Job Description

The New York City DOHMH promotes and protects the health and quality of life for NYC residents. The Bureau of Food Safety and Community Sanitation's goal is to prevent and reduce incidence and injury caused by environmental health hazards. The CRS I will function as FOIL and OATH Coordinator and will assist by completing research, critiquing practices, interacting with public and staff entities, and providing sound reasonable evidence of outcomes and decisions made.   The Coordinator will review and analyze Environmental and administrative data for the purpose of responding to FOIL and OATH requests.  


--Assist the Agency Attorney by completing research, compiling information and show sound analytical outcomes as it refers to FOILS and OATH documents.

--Interact with public and staff entities to provide sound and reasonable evidence of outcomes and decisions made.

--Independently conduct research, design and execute documents to validate public health practices as it relates to Food Safety.

--Compose, initiate and distribute a quantitative and qualitative FOIL report to management regarding FOIL and OATH activities.

--Provide expedient information to the Record Access Officer regarding requests made under the Freedom of Information Law (FOIL).

--Consult with senior management and others providing specific methodologies for the retrieval and execution of FOIL requests.

--Develop analytic plans and conduct studies as it relates to FOIL requests utilizing administrative and related data to evaluate Bureau needs to determine licensee performance, impact of agency outreach and training for targeted FSE owners.

--Prepare and present regular reports to management reflecting FOIL productivity and activity as it relates to Bureau of Food Safety and Community Sanitation.

Minimum Qual Requirements

1.  For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.

Preferred Skills

Candidates should have excellent verbal, written, interpersonal and organizational skills.

Experience in data management and analysis, as well as a strong interest in Food and Environmental concerns, are required.

Experience in statistics and proficiency in at least one of the following software programs is desired: Microsoft Access and Excel.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
