Summit yields industry-wide action plan to combat E. coli O157:H7
by Daniel Yovich on 1/10/03 for www.meatingplace.com An unprecedented summit by beef industry leaders in San Antonio, Texas, yielded agreement Wednesday by representatives of the packing and processing segments of the industry to develop standardized sampling and sharing of data with other plants in the fight to reduce E. coli O157:H7 in beef.Dell Allen, vice president of food safety and quality control at Cargill's Excel Corp., announced the breakthrough at the summit among key packer representatives in the battle to sharpen the industry's food-safety weaponry."For the first time, both large and small slaughterers came together -- 40 of us -- to agree as a group that we will develop a common measurement system for [food-safety interventions]," Allen said. "We agreed to develop standardized testing methods for E. coli O157:H7 across six key processing points that will allow packers to benchmark their performance against other plants in the industry."Allen said the testing points in beef plants would begin with dehiding, continue through the point carcasses enter the cooler and conclude at final packaging."We will use this microbial testing program to verify the effectiveness of our pathogen interventions," he said, "and give plant management a tool to better understand how well we are doing." The two-day summit, organized by the National Cattlemen's Beef Association on behalf of the Cattlemen's Beef Board, focused on identifying good and hygienic manufacturing practices, interventions and research needs. Other specific actions recommended were expanded research and fast-tracked approval of interventions of feed additives as well as vaccines. Cattle producers and feeders said they were optimistic that ongoing research could result in an effective vaccine being developed in Canada, which is showing surprising promise in prohibiting the bacteria from attaching itself to the intestines of cattle.Mike Engler, the President of Cactus Feeders and a co-chair of the conference's producer working group, said he was cautiously optimistic that the vaccine, manufactured by Bioniche Life Sciences, of London, Ontario. He said the results of initial testing indicated substantial success in the vaccine prohibiting the growth of E. coli O157:H7 in controlled groups of cattle.Engler said he didn't know how long it might be before the vaccine is ready for regulatory testing in the United States or when it might be ready for market. Research is currently being conducted at the University of British Columbia and the Veterinary Infectious Disease Organization in Saskatchewan, Canada. Engler said he at least one university in the United States is conducting similar research on the same vaccine."The bad news is, we need help on the regulatory end of this," Engler said.A successful vaccine could significantly reduce bacteria at the source. Engler said that perhaps the best place to administer to vaccine would be feedlots, which would minimize chances for contamination from food or water.
Excel's Allen said other, simpler technologies, such as washing live cattle before they enter the slaughterhouse, will be tested thoroughly in the next six months. He compared the battle against E. coli O157:H7 to the hunt for Osama bin Laden. "You can't see it, but you still have to find it and get it out of the system," Allen said.
The safety summit focused on identifying good and hygienic manufacturing practices, interventions and research needs to reduce incidents of E. coli O157:H7. Specific actions recommended were expanded research and fast-tracked approval of interventions of feed additives as well as vaccines, and the standardization of safety testing and verification at packing plants. Industry leaders also called for the composition of uniform practices of sampling, testing and negative confirmation prior to meat being processed. Other points of action included implementation of microbial control systems for foodservice suppliers and doing a better job of educating the public to the prevention of E. coli O157:H7 by providing more consumer information about cooking temperature and thermometer use at the point of purchase. Industry leaders could not, however, agree upon how to designate a third party to build and manage a microbial database that would track instances of intervention and allow sharing of intervention research. Nor did summit participants discuss whether such a database would be available to the media or the public. Terry Stokes, the National Cattlemen's Beef Association CEO, said the summit and its resultant action plan were indicative of the cooperation and collaboration that are characteristic of the beef industry. "Safety has always been our top priority and as a result, U.S. beef is the safest in the world," Stokes said. "But we can do even better. I am confident that the farm-to-table solutions we've identified at this summit will help us further reduce and eliminate E. coli O157:H7 in the beef supply."
