MIMIMUM REQUIREMENTS

Two (2) years of experience as Environmental Health Administrator 2;
OR
A Bachelorís degree with major course work in the biological sciences, sanitary sciences, chemistry or other fields closely related to environmental health and six (6) years of professional environmental health work including both four (4) years of experience in management and supervision;
OR
Any equivalent combination of education and experience which affords the applicant the required knowledge, skills, and abilities, and includes a minimum of both four (4) years of experience in management and supervision.

Possession of a Masterís Degree with major course work in the biological sciences, sanitary sciences, chemistry or other fields closely related to environmental health, will be accepted in lieu of one year of non-supervisory experience. A doctorate with major course work in the biological sciences, sanitary sciences, chemistry or other fields closely related to environmental health, will be accepted in lieu of two years of non-supervisory experience.

NATURE OF WORK

This is a highly-responsible, professional managerial position directing the activities of the Food Safety Program of the Allegheny County Health Department. This includes facility surveillance/monitoring, complaint investigation, permitting / plan review, operator training, and compliance enforcement.

The employee in this position directs, through subordinate staff, the activities of a professional and technical staff engaged in a variety of duties involving the Food Safety Program. Work involves interpreting laws, rules, and regulations applicable to the food and restaurant industry; developing proposed legislation and regulations; and developing training programs for regulatory and food industry personnel in food handling procedures in order to prevent food borne illnesses. Work is assigned in the form of broad goals and objectives, and the employee exercises considerable independent judgment in determining specific goals, objectives, and program priorities. Work is reviewed upon completion by the Deputy Director of Environmental Health through reports and conferences for attainment of goals and objectives and overall program quality.

KNOWLEDGE AND ABILITIES

Knowledge of the Department's laws, rules, regulations, policies and procedures governing food safety.
Knowledge of the procedures, techniques, and formats utilized in evaluating and developing plans for the effective operation of the food advisory, investigatory and enforcement programs.
Skilled in the supervision of employees.
Knowledge of water and sewage systems.
Knowledge of the biological and chemical sciences as related to food safety, food industry, and the restaurant industry.
Ability to plan, direct, and evaluate a countywide advisory, investigatory, and enforcement program.
Ability to communicate effectively orally and in writing on complex issues related to food safety.
Ability to read and interpret electrical and plumbing codes.
Ability to establish and maintain effective working relationships with subordinates, other department personnel, local, state, and Federal regulatory representatives, food industry representatives, legislators and the public.
Ability to operate a computer and learn software.
Ability to travel to and work locations to carry out the responsibilities of the position.
Ability to respond to emergencies.

PURPOSE

To establish open competitive and promotional eligible lists for use in making merit system appointments in the Allegheny County Health Department. The list will contain the names of successful candidates ranked in the order of final earned ratings. The list will be in effect for one (1) year unless previously exhausted or superseded.

In the ranking, open competitive applicants qualifying for Veteranís Preference receive an additional ten points on the final earned rating. Form DD-214 must be attached to the application form for consideration for Veteranís Preference. Determination of Veteranís Preference is made in accordance with State Civil Service Policy.

ALLEGHENY COUNTY CIVIL SERVICE EMPLOYEES (NON-ACHD)
Regular or probationary employees of County Departments currently in this classification, hired under a State Civil Service system, who apply for this position will not be considered as Open Competitive applicants. Those employees selected for transfer to the Allegheny County Health Department will be considered to have resigned their Civil Service status from the Department in which they are currently working and will be required to complete a probationary period with the Health Department.
