JOB SUMMARY:

The incumbent of this position is responsible for the planning, development, implementation and coordination of a comprehensive Food Safety Program. The incumbent serves as an expert food specialist within a Regional Office of the Food and Drug Administration (FDA). The incumbent will utilize a diversity of work experience, training, skills, and knowledge to provide continuing responsibility for projects, questions or responsibilities that arise within an area of program or functional specialty.

The incumbent of this position is responsible for planning, developing, and coordinating a comprehensive Retail Food Protection Program.  As an expert food specialist within the Regional Office, the incumbent:

  • Provides comprehensive investigational, inspectional, and technical assistance to the Regional Food and Drug Director, District Directors, and states concerning the Retail Food Program.
  • Serves as a principal Regional contact to a specific group of states and to key personnel.
  • Provides input into short and long range plans, policies, and work plans.
  • Recommends to state and local health agency officials new enforcement approaches to health issues.
  • Conducts or coordinates activities to implement new programs and policies, provides expert guidance and technical assistance to states.
  • Conducts on-site visits and surveys to evaluate state inspection and program control policies.
  • Determines the principle causes of substantial deficiencies in state and local programs.
  • Certifies and re-certifies assigned State Food Service Officers.
  • Conducts presentations on technical subject matter to regulatory officials, industry, associations, and academia.

Qualifications and Evaluations

QUALIFICATIONS REQUIRED:

To qualify for this position, you must meet the basic educational requirement and one of the additional requirements listed below.

BASIC EDUCATIONAL REQUIREMENT:

Applicants must meet one of the basic requirements described in A and B below. Transcripts MUST be submitted to verify completion of the required education.

A. Successful completion of a degree that included at least 30 semester hours in one or a combination of the following: biological sciences, chemistry, pharmacy, physical sciences, food technology, nutrition, medical science, engineering, epidemiology, veterinary medical science, or related scientific fields that provided knowledge directly related to consumer safety officer work. The 30 semester hours can include up to 8 semester hours in statistics, or course work that included the principles, theory, or practical application of computers or computer programming, OR

B. A combination of education and experience: Completion of coursework that consisted of at least 30 semester hours in the fields of study described in A above, plus appropriate experience or additional education.

 

Additional Requirements:

GS-11:

 

One year (52 weeks) of specialized experience equivalent to the GS-9 grade level in the Federal Service planning and carrying out inspections and investigations encompassing a variety of commodities and processes, and evaluating inspection programs. The work required me to apply knowledge of conventional methods and techniques of the industry to the requirements of my assignments.

OR

Three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in one of the fields mentioned above.

OR

Combination of Experience and Education:  I do not meet the experience definition above and I do not have three full years of graduate education.  Only education in excess of the first two years of graduate education may be combined with experience.

 

GS-12:

 

One year (52 weeks) of specialized experience equivalent to the GS-11 grade level in the Federal Service planning and carrying out inspections and investigations encompassing a full range of commodities and processes, and evaluating inspection programs. The work required me to apply knowledge of conventional methods and techniques of the industry and adapt existing precedents and programs to the requirements of my assignments.
