Job Description:
This position is under the general direction of the Public Sanitation and Retail Foods Safety Group Manager, and, conducts highly specialized performance assessments and standardization exercises for state and local food establishment inspectors to promote uniform regulatory inspections and procedures. Conducts training of field staff, including regional staff and local health jurisdictions (as needed). Conducts training of field staff in retail food safety and public sanitation inspection protocols and procedures. Reviews and endorses routine inspection reports and special investigation reports from the health services regional staff. Assesses each report, determines a compliance action to the Sanitarian III. Conducts inspections and special investigations as directed. Responds directly to the public, industry and regulators; providing interpretations of retail food laws and regulations. Prepares special reports and correspondence as necessary. Develops standardization manuals and maintains standardization records of inspectors. Monitors completion of basic and continuing education curriculum for staff inspectors. Develops and conducts staff orientations as necessary. Audits and assesses conformance of state and local programs with the National Voluntary Retail Foods Regulatory Program Standards. Continually reviews and recommends updates for the Public Sanitation and Retail Foods Safety Group Website. Develops and delivers food safety education and materials for regulators, industry and consumers. Maintains supplies, equipment and inventory assigned to field inspectors.

Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. Safe operation of either state owned or personal vehicle is required to conduct state business and an acceptable driving record must be maintained in accordance with DSHS Policy OS-3901, Fleet Operations and Management and Procedures Standards, developed by the Texas Department of Public Safety. Provides technical assistance to all field staff using the telephone, electronic email and facsimiles. Acts as a liaison between the Public Sanitation and Retail Foods Safety Group and Health Service Regions. Makes presentations to industry, consumer and regulatory groups. Assists in training new regional inspectors. (35%) Maintain certification as a Retail Food Establishment Standardization Officer, and conducts standardization exercises and retail food inspections with state, and local agency inspectors as assigned. Maintains electronic standardization records and computerized state wide database of standardized training officers. Conducts joint field inspections and audits inspections as assigned. Monitors the quality of reports submitted by new field inspectors, assigned to conduct public sanitation and retail food establishment inspections. (25%) Reviews and endorses routine inspection reports and special investigation reports from the health services regional staff. Evaluates Hazardous Analysis Critical Control Point (HACCP) plans submitted with inspection reports. Makes determinations for compliance and makes recommendations to the Sanitarian III for enforcement action. Prepares correspondence in Microsoft Word relating to enforcement action. Prepares the case summary sheets for cases that will be presented at the Enforcement Review Committee meeting. May participate in Administrative hearings or other legal forums. (10%) Develops food safety and public sanitation information and makes presentations for state and local inspectors, industry and consumers. Drafts reports based on analysis of inspections. Drafts the quarterly performance reports. Provides technical assistance to customers in all areas of public sanitation and retail food protection. (10%) Participates in activities related to meeting and evaluating program conformance with the National Retail Food Regulatory Program Standards. Assesses program conformance with the standards, performs audits of other state, and or local, retail foods programs, for conformance with the standards as assigned. (10%) Conducts reviews and coordinates content and program informational updates for the Public Sanitation and Retail Foods Safety Group. (5%) Maintains current knowledge of public sanitation and retail foods rules, regulations, policies, procedures and science, by attending staff meetings and approved technical seminars and workshops. (5%) Performs emergency response functions and participates in emergency response training as required. Participates in exercises and actual emergency responses as required. Performs other duties as assigned.

Knowledge Skills Abilities:
Thorough knowledge of principles and practices of public health sanitation and retail food safety; of state and federal laws pertaining to public health; structure and functions of public health organizations; knowledge of Youth Camp Rules; Texas Food Establishment Rules; FDA recommended retail food code; of community interrelationships, and of current social and economic problems pertaining to public health. Skilled in the operation of personal computers. Ability to execute a program of public health sanitation; to establish and maintain effective working relationships; to plan and execute projects and activities with limited supervision; to deal tactfully and effectively with the public; to express ideas clearly and concisely; to address groups effectively; and to exercise balanced judgment in evaluating situations and making decisions. Ability to adhere to policies and procedures including those pertaining to confidential records and information. Knowledge of training procedures and techniques; of instruction design and/or curriculum development; and of adult education principles and techniques.

Registration or Licensure Requirements:
Must be a professional registered Sanitarian in the State of Texas.

Initial Selection Criteria:
Bachelor’s degree in science; agricultural sciences; public health; food science; or in a natural, basic, environmental, or other science discipline from a U.S. accredited college or university or foreign degree determined to be equivalent by an acceptable education evaluator. A minimum of 30 college semester hours in the natural sciences or engineering (e.g. biology, chemistry, physics, etc.) Experience using a computer including word processing and database software. Experience in training individuals, small and/or large classes. Experience in creating and giving presentations.
