Job Summary:

The Food Safety and Inspection Service (FSIS) is a public health

regulatory agency of the U.S. Department of Agriculture (USDA).  Our

mission is to protect consumers by ensuring that the commercial

supply of *meat, poultry, and egg products moving in interstate

commerce or exported to other countries is safe, wholesome and

correctly labeled and package.

 

*The "Food Conservation and Engery Act of 2008", also referred to as

the "2008 Farm Bill", was signed into Law on June 18, 2008.  The

Farm Bill amends the Federal Meat Inspection Act (FMIA) to include

Catfish as an amenable species under the Act.

 

This position is covered by the Public Health Human Resources

(PHHRS) Demonstration Project.

 

Effective July 19, 2009, FSIS began operating under the PHHRS, a Pay

Banding and Pay for Performance Demonstration Project, in which non-

bargaining unit positions will be classified by career path,

occupational series, and pay bands rather than the traditional

General Schedule (GS) grades in the Federal Service. The AP-03 pay

band is equivalent to the GS-9/11 levels, and the AP-04 pay band is

equivalent to GS-12/13.

 

PHHRS will offer flexibility to offer exceptional candidates higher

salaries than most other Federal agencies. Additionally, employees

will be eligible to receive an annual pay increase based upon

performance.

This position being announced is located in the Compliance and

Investigations Division (CID), Office of Program Evaluation,

Enforcement, and Review (OPEER).  CID investigates violations of the

inspection laws; controls violative products thru detentions, civil

seizures, and voluntary recalls; and helps ensure that appropriate

criminal, administrative and civil sanctions are carried out.  CID

has a key role in FSIS' homeland security mission area including

preparation, detection, prevention, protection and responses to bio-

security threats in the United States.

 

The incumbent serves as a Compliance Investigator and as such you

will play a major role in assuring the safety of our nation's meat

and poultry supply.

Major Duties:

As an OPEER, CID Compliance Investigator here are some of the duties

you will be assigned to do:

 

1. Plan and conduct random and planned compliance reviews in a

multitude of commercial operations.

 

2.  Detect, plan and develop criminal, bio-security, illness

outbreak investigations and other enforcement activities involving

surveillance activities, collection and analysis of records, control

of adulterated/misbranded product performance of undercover work,

and joint OIG/FSIS investigations.

 

3.  Coordinate with District Offices and other Agency components on

response to violations related to criminal investigations, bio-

security threats, food borne illness outbreaks, and other activities.

 

4.  Participate in the development and review of local policies,

procedures and programs for CID investigators and related personnel

and recommends improvements.

 

5.  Plan or conduct investigations in cases of alleged or apparent

violations of the laws administered by FSIS.

 

6.  Prepare investigative reports when violations are found and

assures that all agency required documentation is accurate,

thorough, concise, understandable, brief, legible, and timely.

 

7.  Respond to appeals and complaints from industry.

 

8.  Maintain liaison with appropriate Federal, State, local

authorities, and industry officials necessary for conducting an

effective enforcement program and assuring homeland security.

 

9.  Apply, adhere to and promote Agency equal opportunity and civil

Qualifications:

For this position, there are two basic components that together

define the qualifications.  These components are:

 

1. Time In Grade

2. Specialized Experience

 

1.  Time In Grade:  In order to meet time-in-grade requirements, you

will need to have completed 52 weeks at the next lower grade level.

 

2.  Specialized Experience:  AP-3, GS-9/11 equivalent:

Specialized experience at this level is defined as having a

knowledge of meat, poultry and egg inspection laws and regulations;

the ability to monitor and verify compliance with inspection laws

and regulations; ability to analyze official records to assure they

are in compliance, appear to be true, correct, and unaltered;

ability to recognize, resolve, or determine if further investigation

is needed when there is a violation of the Meat Inspection Act,

Poultry Products Inspection Act, and/or Egg Products Inspection

Act.  The ability to gather facts, analyze data, identify trends;

and document findings. 

 

OR 

 

Education may be substituted for specialized experience at AP-3,

GS-9/11 level, if the education that you have received is closely

related to the position.  The following shows the amounts of

education required to qualify for the position at this level.

If qualifying based on education, your education must meet one of

the following:

 

1.  Master's or equivalent graduate degree

2.  2 full years of progressively higher level graduate education 

    leading to such a degree

3.  LL.B. or J.D., if related

4.  3 full years of progressively higher level graduate education

5.  Ph.D. or equivalent doctoral degree from an accredited college

    university.

 

or

 

A combination of education and experience that meet the

qualifications for AP Band 3.

 

Specialized experience for AP-4, GS-12/13 equivalent:

Specialized experience for this level is defined as enforcement

and investigative work rather than inspection activities.   It

includes working with enforcement actions, applying investigative

methodology, documenting case files, administrative enforcement

recall activities, preparing case investigation files, and working

with and understanding the enforcement process.  This experience

must demonstrate a knowledge of meat and poultry inspection laws and

regulations; the ability to monitor food product and maintain chain

of custody, collect and evaluate evidence, recognize and resolve

violations of the Meat Inspection Act, Federal Poultry Products

Inspection Act, and/or Egg Products Inspection Act; and the ability

to gather facts, analyze data and develop written reports.

 

Education may not be substituted for experience at this band level.

 

NOTE:  Specialized experience for this position at this band level

may be met in several ways, but must be equivalent to the

specialized experience cited above. Specialized experience may have

been gained in the following ways:

 

At least 52 weeks of specialized experience equivalent to the next

lower GS grade level (GS-11)

OR

At least 52 weeks equivalent to the next lower PHHRS pay band (e.g.

Band 3) level in the federal service

OR

At least 52 weeks of specialized experience equivalent to the next

lower comparable pay band in another pay system.

At least 52 weeks of equivalent specialized experience gained in 

non-Federal or a combination of non-Federal and Federal work

experience

OR

At least 52 weeks of a combination of pay band and GS experience

that meets the specialized experience requirements

This position has promotion potential to AP Band 4 (GS-12/13

equivalent.).  Future promotion is not guaranteed and depends on

demonstrated performance and ability to assume additional
