Services
(DHHS), Food & Drug Administration (FDA), Office of
Regulatory
Affairs (ORA), Field Office, Parsippany,
New Jersey.

Major Duties:
If
selected for this position, you will:
-
Represent the highest level of expertise in a district for food
program
areas including low acid and acidified food canning and
thermal
processing, food processing and preservations, and food
safety
issues to determine compliance with FDA laws and regulations.
-
Plan, conduct and direct highly technical, complex and multi-
faceted
inspections and in-depth investigations related to the
production,
control and testing of food products, is highly skilled
in
interview techniques as well as criminal investigation techniques.
-
Make recommendations to regional and district management officials
as
to whether or not facilities are capable of appropriately
manufacturing
the products in full-scale production in compliance
with
Current Good Manufacturing Practices (CGMP) issues.
-
Provide extensive advisory, liaison and consultative services for
food
program to regulated industries, State agencies, other Federal
agencies
and Agency management.
-
Meet with hostile or uncooperative industry representatives to
exchange
information and to provide advice and guidance regarding
those
aspects of the application, notice, amendment, supplement or
report,
which fall within areas of review with emphasis on
deficiencies.
-
Manage the review of previously approved products to determine
whether
they should continue to be permitted in light of current
scientific
safety criteria. Coordinate the collection data, manage
the
scientific review and recommend a course of actions.
-
Conduct inspections and investigations of facilities where only
limited
guidance documents are available; proposed or new regulations
must
be used to evaluate the industry; or the inspection or
investigation
may result in considerable attention and review in the
media,
Congress, or other forces inside or outside the Agency;
-
Perform investigations involving complaints of injury or death
attributable
to products regulated by the FDA. Investigations of
injuries
require special coordination and a high degree of insight
and
knowledge.
-
Develop and implement formal training program for Agency personnel,
industry,
and state/local officials, and provide technical expertise
to
industry representatives;
-
Conduct on-the-job training and serve as principal advisor or team
leader
in a field of regulatory and compliance expertise.
Qualifications:
For
the GS-13 grade level, applicants must have one year of
specialized
experience equivalent to the GS-12 level in
the
Federal Service.
Specialized
experience is experience that has equipped the applicant
with
the particular knowledge, skills, and abilities to perform
successfully
the duties of the position, and that is typically in or
related
to the work of the position to be filled, such as, knowledge
of FDA regulations, laws, practices and
procedures and knowledge of
scientific
principles and theories and inspectionsl/investigational
techniques
and practices.
Basic
Requirement:
Degree:
that included at least 30 semester hours in one or a
combination
of the following: biological sciences, chemistry,
pharmacy,
physical sciences, food technology, nutrition, medical
science,
engineering, epidemiology, veterinary medical science, or
related
scientific fields that provided knowledge directly related
to
consumer safety officer work. The 30 semester hours can include
up
to 8 semester hours in statistics, or course work that included
the
principles, theory, or practical application of computers or
computer
programming,
OR
Combination
of education and experience--courses consisting of at
least
30 semester hours in the fields of study described in A above,
plus
appropriate experience or additional education.

of
