QUALIFICATIONS REQUIRED: Conditions of Employment: This
position within FDA is subject to strict restrictions on financial

Mandatory
Qualifications
1.
Administrative or managerial experience at the executive level, which
demonstrates strong leadership abilities in a scientific or public
health environment and leadership competence and abilities to develop
complex and basic program goals, and ensure that agency goals and
priorities are considered in carrying out the functional
responsibilities of the organization; direct and guide projects,
including long-term and short-term planning; establish objectives and
priorities; and conduct periodic program assessments.
2.
Experience that indicates the ability to effectively communicate and
interact with high level governmental officials, the
scientific/academic communities, medical or health related
organizations, members of Congress and other top level representatives
of counterpart federal agencies, foreign governments, representatives
of the regulated industry, and others.
3.
Experience at the executive level in planning, directing, and
evaluating broad scientific or regulatory programs and activities. This
experience must demonstrate the ability to effectively coordinate and
productively integrate the multi disciplinary efforts of a scientific,
professional and technological workforce.
4.
Advanced training in animal or medical sciences, biological or physical
sciences, food technology or engineering, or other relevant fields.
5. Ability
to creatively allocate and manage resources in an environment of
expanding responsibilities and limited resources.
6.
Ability to implement equal employment opportunity programs.
Desirable
Qualifications
1.Thorough
working knowledge and understanding of the provisions, limitations, and
practical application of FDA laws and regulations related to food and
cosmetic safety. Particularly desirable is knowledge of the pre-market
review of food ingredients, food packaging, food processing equipment,
and food derived from bio-engineered plants.
2.
Training and experience in developing, implementing, and coordinating
regulatory programs and activities for a large public health
organization. Particularly statutorily mandated pre-market review.
3.
Receipt of honors, awards, and other recognition for performance or
contributions based on managerial excellence or scientific achievement.
4. A
Ph.D. in a scientific discipline directly related to the position
(e.g., food chemistry, toxicology or food microbiology) is desirable.
All
appointees must meet positive education requirements for the type of
scientific position being filled, which must include, at a minimum, a
bachelors degree (Ph.D. preferred) in a scientific discipline In
addition, appointees must have professional experience and stature that
is commensurate with the duties of the position being filled.
