Job Summary:

You will be supervising several Consumer Safety Officers who work

independently to inspect, instruct, and report information on

privately owned Meat and Poultry establishments' food safety and

process control systems. You will play a major role in assuring the

safety of our nation's meat and poultry supply!

The Food Safety and Inspection Service (FSIS) is a public health

regulatory agency of the U.S. Department of Agriculture (USDA). Our

mission is to protect consumers by ensuring that the commercial

supply of meat*, poultry, and egg products moving in interstate

commerce or exported to other countries is safe, wholesome and

correctly labeled and packaged.

 

* The "Food Conservation and Energy Act of 2008", also referred to

as the "2008 Farm Bill", was signed into Law on June 18, 2008. The

Farm Bill amends the Federal Meat Inspection Act (FMIA) to include

Catfish as an amenable species under the Act. 

 

This position is covered by the Public Health Human Resources

(PHHRS) Demonstration Project.

 

Effective July 19, 2009, FSIS began operating under the PHHRS, a Pay

Banding and Pay for Performance Demonstration Project, in which non-

bargaining unit positions will be classified by career path,

occupational series, and pay bands rather than the traditional

General Schedule (GS) grades in the Federal Service. The AP-5S pay

band is equivalent to the GS-13/14 levels.

 

PHHRS will offer flexibility to offer exceptional candidates higher

salaries than most other Federal agencies. Additionally, employees

will be eligible to receive an annual pay increase based upon

performance.

Major Duties:

Here's what you will be assigned to do:

 

1.  Supervise several Consumer Safety Officers (Band 4) who perform

investigations and analysis regarding administrative of civil

enforcement matters pertaining to commercial establishments

operating under a grant of Federal inspection, including managing

the collection of information pertaining to recall activities,

consumer complaints, or other public health concerns. 

 

2.  Participates with the District Manager and Deputies in the

formulation of operational policies, procedures and programs

including long-range goals and priorities for program verification

activities within the district. Determines the adequacy and

accessibility of resources and information to enable direct reports

to function together as part of a cohesive food safety team. 

Adjusts work activities and schedules of direct reports' changing

priorities.

 

3.  Supervises and coordinates assessment of the plant's design of

their control systems and overall food safety assessment (FSA) of

product considering all food safety aspects from farm to table.

Schedules assessments in a manner that accomplishes the agency goal

to perform a comprehensive assessment at each plant within the 4-

year cycle. Provides guidance and recommendations to subordinates on

advanced methods and tools used during assessments.

 

4.  Makes recommendations to help the District Office overall in

improving the quality of FSA reviews, by assuring assessments are

comprehensive, contain a thorough analysis of the facts, and are

completed in a manner consistent with the Advanced EIAO Methodology

training.

 

5.  Analyzes and reviews reports and data in order to evaluate

compliance with HACCP and other regulatory requirements, ensuring

that inspection resources are appropriately focused on food safety

priorities.  Oversees the evaluation of data used to identify trends

in noncompliance and/or the need to focus additional attention on

problem areas. 

 

6.  Supervises complex inquiries associated with in-plant

administrative or civil enforcement matters related to the safety of

meat, poultry and egg products.  Reviews evidence and develops

testimony to support Agency enforcement actions assuring that

evidence is admissible in formal administrative or civil

proceedings.  Reviews reports of investigative findings and makes

final recommendations to the District Office regarding

determinations and what type of enforcement actions are necessary.

 

7.  Supervises and manages the collection of information and records

regarding potential adulterated or misbranded products at issue and

prepares Agency's official response.  Assures that accurate and

timely information is provided to the District Office and the recall

staff.  As a member of the recall committee, contributes

authoritative expertise in determining the necessity of recall

proceedings and the appropriate recall classification.  Determines

the number of effectiveness checks needed during a recall; conducts

said effectiveness checks and prepares report of findings.

For this position, there are three basic components that together

Education:

All applicants need to meet minimum education requirements for this

position by the closing date of this announcement. The minimun

eduction requirements are education above high school that included

30 semester hours of related science coursework (i.e. animal

science, chemistry, food science and nutrition, public health

science, microbiology, zoology etc.).

 

Important information regarding your educational requirements: If

you are a candidate from outside of the Food Safety and Inspection

Service (either public or private sector) you must submit course

transcripts with your application to verify that you meet the

educational requirements. If you are currently working in the Food

Safety and Inspection Service and have a letter generated from the

Human Resources Office confirming that you meet the educational

requirements, or if you are certain that your transcripts are on

file in your Official Personnel Folder, you do not have to resubmit

transcripts. If you are uncertain of whether your transcripts are

filed in the Human Resources Office or you do not have a letter

confirming that you meet the educational requirements, please submit

them with this announcement in order to avoid losing consideration.

Applicants within the Food Safety and Inspection Service that are

currently working in the 0696 or 0701 job series do not need to

submit transcripts, as the educational requirement would have been

met upon entry into either of those series.

 

Time in Grade/Time in Band: 

In order to meet time-in-grade/time-in-band requirements, you will

need to have completed 52 weeks at or equivalent to the next lower

level in the Federal Service within 30 days of the closing date of

this announcement.

 

Specialized experience definition for this position: * Regular

responsibility for verification of food safety systems, including

application of the methodology for verifying Hazard Analysis and

Critical Control Point (HACCP) plans, Sanitation Standard Operating

Procedures (SSOPs), E-coli procedures, and interactions of these

systems. Additionally, it includes working with enforcement actions,

applying investigative methodology, documenting case files,

administrative enforcement, recall activity, consumer complaint

monitoring, and responsibility for assessing and verifying the

adequacy of food safety systems. It also includes experience in

effectively communicating with industry officials and their

representatives, interacting with scientific and technical experts

regarding food safety concerns, making recommendations to management

officials on appropriate actions, collecting, and preparing written

reports of findings to support administrative enforcement

recommendations, and communicating findings orally to industry and

government officials. Slaughter experience is NOT considered

specialized experience.

 

Specialized experience may be gained in a number of ways, but must

meet the definition above in any case. Specialized experience may be

met by:

 

At least 52 weeks of specialized experience equivalent to the GS-12

level in the federal service.

 

At least 52 weeks equivalent to the next lower PHHRS pay band (e.g.

Band 4) level in the federal service.

 

At least 52 weeks of specialized experience equivalent to the next

lower comparable pay band in another pay system.

 

A combination of pay band and GS experience that meets the

specialized experience requirements.

 

At least 52 weeks of specialized experience equivalent to the next

lower level of the following: Non-Federal (private sector) or a

combination of Non-Federal and Federal (GS or pay band) experience

that meets the definition of the specialized experience

requirements.

How You Will Be Evaluated:

Applicants are evaluated in accordance with Merit Staffing

- The full performance level of this position is AP-5S. If selection

is made below the AP-5S level, promotion may be made to the AP-5S

level without further competition.  This is dependent upon the

incumbent's demonstrated performance, ability to assume additional

responsibility, and ability to perform successfully at the next

higher level.

- This position has a training program requirement as a condition of

time. The Enforcement, Investigations and Analysis Officer (EIAO)

Work Methods training is necessary to perform the duties and

responsibilities of an EIAO. You must begin the training within 90

days of the effective date of your selection, and you must

successfully complete it within 12 months of the effective date of

your selection. Failure to successfully complete the training may

result in returning you to your former position, or a like position

at the same or lower grade (depending on availability and the needs

of the Agency) or removal from Federal Service.
